Asking the Right Question

The “nearshore vs. offshore” debate usually starts with hourly rates. That’s the wrong starting point. The right question is: Which model minimizes total risk and maximizes delivery quality for my specific project?

The Three Models at a Glance

Onshore (Germany)

Development in the same country. Maximum control, minimum friction — but limited availability and highest cost.

Best for: Highly sensitive projects with strictest compliance requirements, core product development, projects with intensive business stakeholder contact.

Reality: Senior developers in Germany are hard to find and expensive. Wait times of 3-6 months for key positions are normal.

Nearshore (EU — e.g., Turkey, Poland, Portugal, Romania)

Development in aligned time zones within or near the EU. Balances quality, cost, and coordination.

Best for: Enterprise projects with regulatory requirements, long-term product development, teams needing synchronous collaboration.

Reality: Quality varies enormously between providers. A good nearshore partner delivers enterprise quality; a poor one delivers the same problems as cheap offshore.

Offshore (India, Vietnam, Philippines)

Development in distant time zones. Lowest hourly rates, greatest availability — but highest coordination overhead.

Best for: Clearly specified, modular tasks with low alignment needs, testing and QA, maintenance of established systems.

Reality: Cost savings are often consumed by coordination overhead, quality issues, and longer time-to-market.

Comparison by Criteria

Cost

  • Onshore: €100-150/h (senior), highest total cost but lowest overhead
  • Nearshore: €50-90/h (senior), 30-40% cheaper at comparable quality
  • Offshore: €25-50/h (senior), lowest rate but hidden costs

Hidden costs in offshore: additional project management capacity (20-30% overhead), higher error rates, longer review cycles, timezone-induced delays.

Communication

  • Onshore: No language barrier, same business culture, spontaneous meetings possible
  • Nearshore: Often German-speaking coordination, similar business culture, 1-2h time difference allows 6+ hours of overlap
  • Offshore: English as working language (with accent challenges), 5-9h time difference, asynchronous communication as default

Compliance and Data Protection

  • Onshore: GDPR automatically fulfilled
  • Nearshore (EU): GDPR applies directly, no third-country transfer
  • Nearshore (Non-EU): Standard Contractual Clauses needed, Transfer Impact Assessment
  • Offshore: Complex third-country transfers, higher regulatory risk

Scalability

  • Onshore: Hard to scale, talent shortage
  • Nearshore: Scales well, access to specialized pools
  • Offshore: Highly scalable, large availability

When to Choose Which?

Choose onshore when:

  • Regulatory requirements explicitly demand local development
  • The project requires intensive daily alignment with non-technical stakeholders
  • Budget is not a primary factor

Choose nearshore when:

  • You want to combine enterprise quality with more efficient costs
  • GDPR compliance is non-negotiable
  • Synchronous collaboration matters
  • You want to scale long-term

Choose offshore when:

  • Tasks are clearly specified and modular
  • Asynchronous work is feasible (e.g., testing, documentation)
  • Cost is the dominant factor and quality risks are acceptable
